Executive summary

This whitepaper systematically reviews the current state, bottlenecks and future trajectory of vaccine cold chain intelligence in China. Drawing on anonymized data from 30 pilot projects, twelve international system benchmarks and six in-depth interviews with industry leaders, it proposes an actionable five-year, three-stage engineering blueprint. The paper introduces a triadic technical framework of "digital twin + AI inspection + federated emergency response" and forecasts that by 2030 China will host the world’s largest and most advanced smart vaccine cold chain network.
